The Asia-Pacific energy transition is increasingly defined by the systems around the technology: transmission links, market rules, product traceability, charging standards, operating models, carbon accounting, skills and cross-border acceptance.
Across the region, several initiatives are moving from policy intent toward implementation. Some are large infrastructure programmes. Others are standards, digital frameworks or operating pilots. Together, they show where regional new-energy capability is becoming more structured.
This APNEA Regional Practice Note highlights 12 developments worth following in 2026. The purpose is not to rank projects. It is to identify the implementation signals that matter across APNEA’s seven connected focus areas.
1. Pan-Asia Power Grid Initiative: regional interconnection at continental scale
The Asian Development Bank launched the Pan-Asia Power Grid Initiative in 2026 as a platform for stronger cross-border electricity connectivity. ADB has set out an ambition to mobilise around US$50 billion through the initiative by 2035, integrate about 20 GW of renewable energy across borders, and connect approximately 22,000 circuit-kilometres of transmission infrastructure.
The significance is larger than transmission capacity alone. A regional grid requires technical compatibility, market coordination, investment frameworks, operating rules, system security and clear institutional responsibilities across participating markets.
APNEA watchpoint: Regional electricity trade will increasingly depend on common technical architecture and compatible operating rules, not only bilateral power-purchase agreements.
2. ASEAN Power Grid: from strategic vision toward coordinated implementation
ASEAN entered the 2026-2030 energy cooperation period with the ASEAN Power Grid moving further from strategic planning toward coordinated infrastructure development and operational action. The new APAEC period builds on bilateral electricity trade while working toward deeper multilateral integration.
For industry, this creates a practical regional question: which parts of electricity-system evidence can become common across markets, and which requirements will continue to require national translation?
APNEA watchpoint: Grid interconnection creates demand for shared planning methods, technical standards, system-operation protocols and regional competence alongside physical infrastructure.
3. Singapore’s regional electricity imports: cross-border supply becoming an operating portfolio
Singapore is targeting around 6 GW of low-carbon electricity imports by 2035, representing around one-third of projected electricity demand at that point. The Energy Market Authority reports Conditional Approvals for 13 projects involving supply from Australia, Cambodia, Indonesia, Malaysia and Vietnam, with six projects having progressed to Conditional Licences.
This creates a portfolio of cross-border generation, transmission and commercial arrangements rather than a single import route.
APNEA watchpoint: Regional power trade increasingly connects generation quality, transmission availability, carbon attributes, commercial credibility and destination-market system requirements in one operating chain.
4. Cross-border Renewable Energy Certificates in ASEAN: attributes begin to travel with electricity markets
The ASEAN Centre for Energy is developing work around cross-border Renewable Energy Certificates as a mechanism for renewable-energy development and corporate decarbonisation. The concept depends on credible tracking of renewable attributes across national boundaries and on governance that prevents ambiguity in ownership and claims.
ACE has highlighted the importance of harmonised standards, transparent systems and regional governance for credible cross-border REC markets.
APNEA watchpoint: As electricity trade becomes more regional, energy attributes will need equally robust cross-border rules for registry interoperability, claims, ownership and double-counting control.
5. Global Battery Alliance 2026 Battery Passport Operational Trials: supply-chain data becomes part of product readiness
The Global Battery Alliance’s 2026 Battery Passport Operational Trials involve 17 supply-chain partnerships. GBA states that the participating cell manufacturers account for around 80% of global production. The trials are testing sustainability reporting, digital product passport technologies, third-party verification, product carbon-footprint methods and supply-chain data governance ahead of the planned Battery Passport launch in 2027.
The programme is particularly relevant to Asia-Pacific because major battery and automotive supply chains in the region are participating directly in passport preparation.
APNEA watchpoint: Battery readiness is expanding beyond cell performance. Data ownership, traceability, product carbon footprints, supplier due diligence and interoperable digital records are becoming lifecycle capabilities.
6. Singapore Standard SS 722: EV charging standards expand with the technology
Singapore elevated its national EV charging framework from Technical Reference TR25:2022 to Singapore Standard SS 722 from 1 April 2026. The expanded standard addresses design, installation, maintenance and operation and adds coverage for technologies including wireless charging, mobile charging and battery swapping for four-wheel vehicles.
The standard also includes cybersecurity requirements for charging-management systems and communications, guidance on smart-grid integration and updated requirements for DC charging.
APNEA watchpoint: Charging standards are evolving from equipment safety toward a broader service system covering cybersecurity, smart charging, new charging formats, maintenance and operational reliability.
7. Punggol autonomous shuttle services: autonomous mobility moves into public operating feedback
Autonomous shuttle services in Punggol moved into public use in 2026. By 12 July, Singapore’s Land Transport Authority reported more than 11,500 unique riders. LTA also reported that 99% of around 900 respondents in July post-ride surveys felt safe and would recommend the service.
The programme is now being refined using real passenger feedback, including work toward more direct and on-demand routing.
APNEA watchpoint: The important transition is from demonstrating autonomy to operating a service. User acceptance, routing design, accessibility, supervision, incident response and service economics become as important as vehicle capability.
8. Singapore’s ammonia power and bunkering pathfinder: one molecule, multiple operating systems
Singapore’s Energy Market Authority and Maritime and Port Authority are progressing studies for an end-to-end low- or zero-carbon ammonia solution. The project under study seeks to generate 55 to 65 MW of electricity using imported ammonia and facilitate ammonia bunkering capacity of at least 0.1 million tonnes per year.
The programme is linked to Singapore’s National Hydrogen Strategy and is examining power generation and maritime use within one supply-chain concept.
APNEA watchpoint: Hydrogen derivatives require infrastructure-chain thinking. Fuel sourcing, carbon intensity, transport, storage, safety, power conversion, bunkering and commercial demand need to be assessed as one connected system.
9. Singapore-Thailand Article 6 carbon-credit cooperation: carbon markets become an implementation workflow
Singapore and Thailand launched applications for carbon-credit projects under their bilateral Implementation Agreement in March 2026. Authorised projects are intended to generate credits aligned with Article 6 of the Paris Agreement. Under Singapore’s International Carbon Credit framework, eligible credits can be used by Singapore-based carbon-tax-liable companies for up to 5% of taxable emissions.
The application process connects project design, government authorisation, eligibility requirements, methodologies and corresponding adjustments.
APNEA watchpoint: Carbon-market participation increasingly depends on governance architecture and evidence flow, not simply the existence of a crediting methodology.
10. Australia’s Guarantee of Origin scheme: emissions attributes become digital market infrastructure
Australia’s Guarantee of Origin scheme commenced in November 2025 and continued its implementation in 2026. The voluntary framework supports product emissions accounting and renewable-electricity certification.
Product GO certificates can record where a product was made and emissions associated with production, transport and storage. Renewable Electricity GO certificates provide information on when, where and how renewable electricity was produced. The scheme initially covers hydrogen from electrolysis and is designed to expand to additional low-carbon products.
APNEA watchpoint: Product-level carbon data is becoming part of trade and procurement infrastructure. Organisations will need auditable methods, primary data, chain-of-custody logic and credible digital records.
11. Australia’s Hydrogen Headstart: closing the gap between project economics and early demand
The Australian Government’s Hydrogen Headstart programme is providing revenue support for large-scale renewable-hydrogen projects. As of May 2026, the programme provided for up to A$2.25 billion of investment, including a second round administered by ARENA and existing commitments to major projects from the first round.
The model uses production-linked support to address the commercial gap between renewable-hydrogen production costs and market prices.
APNEA watchpoint: Hydrogen deployment is increasingly being designed around the full commercial system: production cost, offtake, operating scale, public support and long-term demand formation.
12. India’s National Green Hydrogen Mission: capability moves into contracts, skills and standards
India’s National Green Hydrogen Mission continued to develop its implementation architecture in 2026. The Ministry of New and Renewable Energy published a Model Service Agreement for “Electrolyser as a Service” in July 2026 and launched a call for skilling, up-skilling and re-skilling earlier in the year. The wider Mission also includes hydrogen hubs, testing facilities, standards and regulatory frameworks, R&D and sector-specific pilots.
This is an important implementation signal: industrial scale-up requires more than production targets. It needs contracting models, skilled people, testing capability and accepted standards.
APNEA watchpoint: Capability development, standardisation and commercial contracting are becoming core infrastructure for hydrogen markets.
What these developments signal across the region
Several themes connect the 12 initiatives.
1. Interconnection is becoming an operating discipline
Regional grids are moving closer to infrastructure and implementation. That increases the importance of common technical requirements, cross-border scheduling, system reliability, market rules and competent institutional coordination.
2. Traceability is becoming infrastructure
Battery passports, Guarantees of Origin, RECs and Article 6 carbon credits all depend on the ability to connect a claim to evidence. Data architecture, verification, ownership and interoperability are therefore becoming part of the physical energy transition.
3. Standards are expanding from products to systems
SS 722 illustrates a wider trend. New-energy standards increasingly cover communications, cybersecurity, operating processes, maintenance and interaction with the grid, not only equipment specifications.
4. Pilots are being tested as services
Punggol’s autonomous shuttles show why operating evidence matters. Public use generates information about route design, convenience, human acceptance and service performance that a closed demonstration cannot provide.
5. New fuels need complete value chains
Hydrogen and ammonia programmes in Singapore, Australia and India increasingly combine supply, infrastructure, contracting, standards, skills, demand and operating capability. Technology performance remains important, but system closure determines whether deployment can scale.

- Which parts of our technical and operating evidence can be reused across markets, and which require local translation?
- Are our data systems ready for product-level traceability, carbon attributes and third-party verification?
- Which standards or market frameworks are changing the operating requirements for our technology?
- Where does responsibility sit across infrastructure, software, operators, suppliers and authorities?
- Which regional developments could change our investment, capability, partnership or market-readiness priorities over the next 12 to 24 months?
Closing perspective
The strongest signal from 2026 is that the Asia-Pacific transition is becoming more operational.
Power grids are being connected across borders. Renewable attributes are being designed for regional trade. Batteries are acquiring digital lifecycle records. Charging standards are incorporating cybersecurity and smart-grid functions. Autonomous vehicles are being tested through real service delivery. Hydrogen and ammonia projects are being structured around infrastructure and demand. Carbon markets are being translated into bilateral implementation processes.
For organisations working across Asia-Pacific, the practical question is therefore shifting from “Which technology is promising?” to “Which combination of evidence, infrastructure, standards, operating capability and regional translation makes the technology usable at scale?”
That is the layer APNEA will continue to follow across its seven connected focus areas.
